Refixing the existing Civil Surgeons in general line in the cadre of Chief Civil Surgeon - Re-fitment for the year 2009

In continuation of the correspondence cited, a tentative list of Civil Surgeons in the General side who are qualified for promotion and re-fitment to the post of Chief Civil Surgeon (Common/Specialist/General) for the year 2009 are notified in the Annexure.  As per the records available in this Directorate all the Civil Surgeons who have been promoted upto the panel year 2008-2009 (CML 5347/05) have been taken in to the account for this re-fitment exercise.  All the Unit Officers noted in the dispatch entry are requested to adhere to the following instructions:-

1)          kindly circulate the list to all the Govt. Hospitals/PHCs /ESI Dispensaries/and other foreign service institutions coming under their zone  and also to  paste the list in the prominent place /notice board of the Hospitals  concerned.
2)          The service particulars of eligible Medical Officers notified in the list should be furnished at the time of counseling duly counter signed by the respective Districts Officers. The service particulars obtained  from the Medical Officer incharge / below the rank of DDHS/JDHS will not be accepted.   All the required details should be compulsorily furnished in the prescribed format duly indicating the CML NO 2005/ Qualification / Present Station / Previous working stations for the last 5 years  without fail.
3)          The Medical Officers who have been promoted as Civil Surgeons and their names omitted to be included in the list shall attend the counseling alongwith the details of promotion order of Civil Surgeon / Service Particulars. 
4)         DURING THE FIRST DAY OF COUNSELING I.E. 23/04/2010 (FRIDAY)  MEDICAL OFFICERS COMING UNDER THE PURVIEW OF SERIAL NO. 1 TO 200 AS SHOWN IN THE LIST WILL BE CALLED FOR TO EXERCISE THEIR OPTION OF POSTINGS.  ON THE SECOND DAY i.e. 24/04/2010 (SATURDAY) THE REMAINING MEDICAL OFFICERS FROM SERIAL NO. 201 TO 347 SHOULD ATTEND THE COUNSELLING.
5)         The names of those Medical Officers who are facing Disciplinary action / undergoing punishment / VR / Retired / Expired / Removal / Dismissal and Medically invalidated have been omitted in the list.
6)         The names of those Medical Officers who have tendered Temporary Relinquishment period during the panel years 2005-2006, 2006-2007,     2007-2008 and 2008-2009 and not completed 3 years of relinquishment period as on 23/10/2009 are not taken into consideration for this promotion and re-fitment counseling.

7)         As per the orders contained in the G.O.Ms. No.354 /H&FW/ B2/ Dept, dt:23/10/2009 this counseling is conducted only for the Civil Surgeons working in the DM&RHS side (including DPH&PM / ESI Wing) for the post earmarked as Chief Civil Surgeon (Common/General/Specialist). 
8)         The Doctors working in the DME side even though  promoted as Civil Surgeon are not considered for this counseling since DME have become a separate unit as per the G.O. mentioned in para No.7.
9)         The names will be called for as per the list arranged and notified.
10)     This list of qualified Medical Officers can be accessed through E_mail ID’s of all District Officers and can be browsed in www.tnhealth.org & www.tn.gov.in.
11)     The Official call letter and the list will be communicated shortly and therefore all the unit officers are requested to treat the list hosted in the website as an official document for all purpose.

      The Promotion Counselling for Civil Surgeons to the cadre Chief Civil Surgeons (Common /Specialist / General) carrying salary in Pay Band –IV with grade pay of Rs. 8700/- vide Government Order 1st cited is scheduled to be held on the dates specified below.       Further  the Medical Officers who have already been promoted as Civil Surgeon and their names are not included in the  tentative list are also permitted to attend the counselling with full service records issued by JDHS / RAMO (ESIS) / ESI Hospital Superintendents/ DDHS. 
      The List of Medical Officers who are eligible to attend the Counselling will be published on 20.04.2010 by E-Mail to all the JDHS/ DDHS and the same will be hoisted in the website . (www.tnhealth.org)

Note:
    1. All the Medical Officers found in the Tentative List are instructed to attend the Counselling compulsorily with full pledged service particulars duly indicating the previous working stations of the last five years (i.e., from 01.01.2005 to till date ) and their QUALIFICATIONS , furnished by the concerned JDHS / RAMO (ESIS) / ESI Hospital Superintendents/ DDHS, without fail. The service particulars obtained from the In charge Medical Officers will not be accepted.

    1. If a person eligible for promotion does not attend  the counseling and absent himself on the day of Counselling, , it shall be deemed that he is willing to be considered for promotion and shall be promoted and posted to one of the vacancies at the discretions of the Director /Government. If he does not join the new post, it will be viewed as an act of dereliction of duty entailing disciplinary action.

    1. As per the instructions contained in the G.O. cited, the posts earmarked as CCS (Common)/ CCS (Specialists)/ CCS (General) will be filled up according to the qualifications prescribed for each of the above mentioned posts, strictly.

    1. As per the G.O. cited the Medical Officers who are in Pay Band IV will be allowed to go on Voluntary Retirement after a cool-off period of 5 years of service after reaching Pay Band IV ( No VRS for 5 years after entering Pay Band IV )

    1. The Officers noted in the despatch entry are requested to paste this communication in the notice board and communicate the same to the Medical Officers concerned, duly obtaining their dated acknowledgement.

    1. The dealing Assistants are directed to surface the net and to download the Tentative List and to keep informed the Medical Officers to attend the promotion counselling on the concerned dates without fail.

    1. Promotion will be issued in the order of CML Seniority, subject to existing vacancies based on their request for promotion and posting. Posting order will be issued separately after the completion of the counseling.

    1. No T.A and D.A. will be given to the Medical Officers attending counselling.

The attention of all the Unit Officers noted in the dispatch entry are invited to the reference 2nd cited wherein a list of Civil Surgeon totaling to 631 have been furnished for verification of their Service records in order to prepare the re-fitment list for the post of Chief Civil Surgeon. As on date the service records of 367 Civil Surgeons have been updated and for the rest no details have been received so far from the Unit Officers. . The details of above 251 Civil Surgeons for whom Service Particulars pending are furnished in the annexure. All the Unit Officers are requested to follow the instructions mentioned below while furnishing the service particulars:-

  1. kindly circulate the list to all the Govt. Hospitals/PHCs /ESI Dispensaries/and other foreign service institutions coming under their zone and also to paste the list in the prominent place /notice board of the Hospitals concerned.
  2. Most of the data’s pending to be received comes under the purview of Medical Officers working in the PHC side/ESI Dispensaries and foreign service institutions like SMI/EB/ etc. Therefore all the DDHS/ RAMO’s /Superintendent of ESI Hospitals are requested to devote their personal attention in this issue and they should take the responsibility of furnishing the details in the prescribed format before the due date mentioned below.
  3. All the required details should be compulsorily furnished in the prescribed format duly indicating the CML NO 2005 on top of the format only and not by any other method directly to this Directorate.
  4. If any of the Medical Officers are not working in their Districts their details also should be brought in the format and in the remarks column the reasons for non-availability of particulars should be invariably mentioned and authenticated. On any account a Nil report should not be furnished.
  5. It should be borne in mind that those Medical Officers mentioned in the Annexure are eligible for promotion as Chief Civil Surgeon and gathering data’s plays a vital role in determining their promotion. If there is any omission of particulars the promotions of the above Doctors will be affected and if any seniors claims for promotion later, the concerned District Officers/dealing staff will be held responsible for this lapse and stern disciplinary action will be initiated against them.
  6. It is informed that the data’s collected so far are not in seriatim or according to CML seniority and due to haphazard way of data’s received the final re-fitment list to the post of Chief Civil Surgeon could not be arrived. From the available data, it is noticed that many juniors are getting promotions overlooking the seniors which is not correct If a mass inclusion of promotion arises at a future date it will lead to chaos in administration. To avoid this dispute all the Unit Officers including in PHC Wing / ESI wing are requested to trace out the particulars of above 251 Civil Surgeons and to extend their cooperation to the maximum extent in furnishing their data’s in the format at any cost.
  7. All the JDHS are requested to tour the entire Hospitals coming under their jurisdiction with the list communicated and to personally monitor the whole issue in coordination with the other officers coming under their control and to ensure themselves that the data’s are dispatched without any omission.

    8) The due date fixed to submit the above particulars is 15.4.2010 and no extension of time will be granted and that will be the final. If no particulars are received within 15.4.2010 it would be construed that there are no details available in the Districts and counseling will be conducted with the available particulars received so far in this Directorate. In future if any senior among the list approaches this Directorate for promotion as Chief Civil Surgeon it would not be entertained and the dealing Assistant / Superintendent will be held responsible for this lapse and disciplinary action will be taken action them.

    In view of the position explained above Top Most priority should be given in this work.
